Toughness never regenerates

Issue Description (Required):

As title, your toughness will be stuck at 0 and never regenerate, even from perks that regenerate toughness from melee, no idea what exactly caused it other than maybe something to do with shield blocking and tox gas

Steps to Reproduce (Required):

  1. play event on warren 6-19
  2. be slab shield and PBB ogryn
  3. be blocking while in tox gas
  4. toughness goes to 0 (but has a little grey in the bar still))
  5. exit tox gas and stop blocking (or even keep blocking)
  6. toughness never regenerates
  7. die because how do you survive that
