Stamina Recovery issue

Issue Summary:
Stamina Recovery on Slayer has no effect anymore. I used to be able to pick stamina recovery and spam the CW over and over again with a very small delay. Now, I need twice as much delay before my stamina regenerates.

Steps to Reproduce:

  1. Use no Stamina Recovery, and try the 2axes (headshots > Block > headshot > Repeat)
  2. Use Stamina Recovery and try the 2axes (headshots > Block > headshot > Repeat)

Reproduction Rate (Choose One):
Constant (100%)
