Spoils of War Screen Pagination

Why is the Spoils of War screen paginated?
Right now, the display is 4x5, meaning it can show 20 different chests on one page.
With the currently available chests (6 adjectives, 4 nouns, and commendations), there are 25 different chest types.
If the Spoils of War screen was 5x5, it could snugly fit all the different chest options w/o pagination.

*Also, why are Peasant’s Strongboxes listed before Commendation Chests? Looks like it breaks the pattern.
