Seer’s Presence makes teammate’s abilities go on cooldown. The amount that Seer’s removes is the cooldown you receive when you leave the aura range if said ability was fully charged.
Steps to Reproduce (Required):
Have an ally pysker with Seer’s Presence aura, get in their aura range and then leave said aura range.

Yes, but I haven’t tried disabling them
