Issue Description:
Not sure if this is intended but while playing as veteran sharpshooter and using the deadshot feat, the scanner on investigation missions drains your stamina while scanning.
Steps to Reproduce:
1: Use the deadshot feat on veteran sharpshooter
2: Play a ivestigation mission
3: Use the scanner
