Simply put, there is no reason to separate both green and blue dust since they both achieve the same thing. To streamline the process of property rerolling, replace both green and blue dust with a “Property” dust (arcane dust/transmute dust/whatever). Have blues drop a higher quantity of the “property” dust than greens. “Property” dust could also just be one of the two dusts as well, it doesn’t really matter.
Basically just update the loot tables for smelting green/blue weapons.
