Normally I’d agree with you, but in this instance, it’s been like this for long enough that it’s usually the accepted meaning. Nerf=reduction, buff=increase, usually with qualifiers like “slight nerf” or “big buff”.

It has the added context that when Fatshark does do a nerf to a thing, it’s usually with a sledgehammer to the knees, the knees of its family, and then the again to the shins while curiously ignoring that one guy who more likely instigated the situation in the first place. And then take 3 months to maybe set one of the bones. As such, I just really don’t trust Fatshark in making changes for the potentially worse until they have a pattern of smaller, more nuanced, iterative and more regular changes.
I can see what you mean for sure, but it still sucks regardless. Tax node nerfs as usual… I’m totally against this obviously. They absolutely love to bend Ogryn over & give him the old heave-ho. That’s the Fatshark lore.
Combat Blade’s range and Duelling Sword’s weak point damage would be an excellent place to start.
