Noospheric command doesn't work in expeditions

Issue Description (Required):

Noospheric command often simply fails to work in expeditions. Double-tagging gunners etc. even up close often has the skull do nothing, even when no obstacles or terrain (or psyker bubble) is in the way.

Steps to Reproduce (Required):

  1. Play expeditions
  2. Use noospheric command as much as possible
  3. It will often simply not work.

probably playing on a dawn or night mission, those both reduce its range to ~10 meters i think
