More specials on deed without more specials?

To my understanding, you can’t have more than 2 of one special on legend difficulty without the deed modifier yet I got 3 ratlings in a row on a deed without Seek & Destroy.

This was happening to me recently too. I’ve gotten 4 assassins on Cata for example when the maximum amount of same special type should be 3 IIRC.
