Issue Description: As a level 11 character. There are certain Heresey games I can not queue into (should be lvl req 8?) There are others I can queue into. There are Damnation games that I can queue into, should be requirement of lvl 12. This is a bug that has occured since last patch (.14) and persists on (.20) it has happened for the last few levels.
Steps to Reproduce:
Open mission board and see you can play difficulties above your level requirement and not necessarily difficulties at your level requirement.
