Make Unchained's Health to Cooldown a Passive ability

It’s probably too late to do this in the one week left in the beta since there would have to be a new talent to replace it (though I’d be fine with putting the old talent back in if it meant health to cooldown becoming passive), but this is the biggest change I still want to see on unchained. The health to cooldown talent is fantastic but there’s no point to picking other talents, i think Unchained should get the health to cooldown as a passive to allow other talents in the tier to be used for famished flames build or natural talent for a casting focused build.
