As it has been reported as not being a bug, I figure I should move the complaint here: The Counterfire feat does not tag this specific enemy type:
Ontop of that issue, the Scab shooter (to the right) is still bizarrely difficult to suppress, resulting in them being nigh impossible to deal with in great numbers without killing all of them from range.
