Make blood Fletcher only have a cooldown per enemy

Spamming lights on a boss is definitely broken in terms of ammo Regen, but spamming lights on a horde is actually risky for getting hit if you’re trying to farm blood Fletcher. Blood Fletcher should apply a “buff” to any enemy on hit which prevents it from giving ammo from blood Fletcher for 2 seconds to prevent boss farming. Regular infantry is relatively unaffected except in the case of hordes where mass backstabbing is a risk.
