Issue Description:
A Vanguard attack is described as “Wide attack damaging many enemies at once”. Vanguard attacks generally have a high cleave rating and no damage target limit.
The Latrine Shovel vanguard attack, L3 [light attack #3], has a miserable cleave rating of 1.2.
For comparison, here’s the cleave score of the other vanguard rated attacks for the Ogryn:
Mk3b Basher vanguard (L4) = 6
Slabshield vanguard (L3 & L4) = 6.8
Mk1 Bully club vanguard (L1 & L2) = 6.0
Power Maul vanguard (L3, L4) = 6.8
Bull Butcher vanguard (L1, L2, L3) = 7.6
I think this attack needs to be in the 6-7 range of cleave instead of 1.2.
Edit: The L3 attack also has an armor modifier against infested so that it does zero damage on the third and above, even if you have Brutal Momentum active 
It works for Unarmoured etc. but not Infested.
