Having the same issue and I’ve seemed to have narrowed it down on my end. Having “No Title” equipped in cosmetics causes my loadout to not be highlighted/selected whenever I open the loadout or inventory menu. Equipping any title seems to make it behave as normal, with your current loadout highlighted and not needing to manually select it each time.
It also only happens on Zealot and Veteran for me, not on Psyker for whatever reason. Not sure what Fatshark broke to create this but looking into “No Title” in the Cosmetic Equip Menu would be a start.
Same here. I fixed/circumvented the problem by assigning a title other than “no title” to the affected characters (all four classes except my second Psyker).
I had this issue on my Ogryn, Zealot and Veteran. For some reason my Psyker and Arbitrator were fine.
In my case, I managed to fix the issue by changing a single perk on one of the curios currently used by the one of my loadouts. It didn’t seem to matter which one. After changing the perk, it seemed to now “save” that loadout and remained highlighted when I clicked on it.
This one drove me nuts since making new loadouts and deleting the old ones didn’t help. I even re-did my talent trees, changed cosmetics, weapons, curios… Only after I updated a perk on an equipped curio, then went back to the Inventory screen and click on the loadout, did it finally remain selected.
There’s already an acknowledged Bugreport about this. Maybe report your problem there, too.
At least I and another user there seem to have fixed it by giving the affected characters a title other than “no title”. It didn’t happen again since I did that some weeks ago.

My issue was fixed by updating a single perk on one of the equipped curios of my loadout at Hadron’s. Once that was done, I clicked on the loadout and it remained selected.

I had a bizarre occurrence last time I played where my talent loadout and weapons loadout were mismatched on my arbitrator. And I rebuilt all his load outs after the update.
So I had my ranged spec talent loadout selected but was just browsing other weapons. Then when I loaded into a mission it had selected my melee weapon loadout (shield and shotgun) but kept my ranged talent spec that should have been running arby maul and IAG.
The load outs themselves were correct when I checked again after the mission. I had only experienced this before in the meat grinder, afaik.
I do use psych ward but was fully loaded into the MStar at the time. The only other inventory mods I use are gotomastery and mark preview, also Talentrefundbelow if that’s relevant.
But I hadn’t made any actual changes to loadouts or perks/blessings.
I recently reinstalled the game, and it looks like I’m affected by this issue as well. However I’m also unable to change the default selected emotes from ‘Wave’. It also seems like I’m unable to create new loadouts due to the issue. It’s possible this is a separate issue, in which case I can open a new bug ticket but this seems to be in the same vein. I’ve attached some screenshots below and I hope they help out. Thanks.
Update to my own issue if other people end up running into it. It was solved when I unlocked a new non-default emote. Once I did that I was able to select it, change my emotes, and free my loadout slots from captivity.
