Ctrl + Shift + R is the default hotkey for reloading all mods. This will pull new mods in that were added (or removed) from your mod list text file as well as update any code for running the mod. This should suffice for the vast majority of troubleshooting and debugging purposes.
It can’t refresh everything all the time, however. There’s some weird lua nonsense where some updates need you to load into a new map to force a reinitialization. So if you run into something where a mod seems “sticky” or things are behaving strangely after a ctrl + shift + R reload, just zone into the psykhanium or mourningstar or whatever and that will solve most such issues. Anything left will be solved by just restarting the game entirely, but I can’t think of many that would need something like that.
