Did you get prize bounty from a shrine? There seems to be a problem with getting talents from shrines, I sure got prize bounty+blessed combat combo and worked perfectly.
I start with Prized Bounty in CW and had Blessed Combat mamy times. There were occations where the combination did work but after the recent patch it doesn’t seem to work anymore, regardless of where I got the talent from.
