Evisercator Headshot Registration Fails

Issue Description:
The Eviscerator can not intuitively or consistently hit headshots on numerous targets due to poorly implemented headshot registration for the weapon.

Steps to Reproduce:

  1. Go into grinder as zealot with eviscerator.
  2. Go try to headshot a mutant.
  3. Go try to consistently headshot ragers.
  4. Go try to headshot anything with Heavy 2 consistently.
