Deeds: Increased frequency of hordes

Why did this turn into literally endless hordes after the last update? And for a merchant chest??

Apparently before the last update it literally didn’t work at all, so this is actually now what working as intended looks like.

Yup, as noted in other threads the modifier is finally working at all. As it is supposed to be. One of the several things unmentioned in the patch notes.
