Pyromancer talent deathly dissipation not proccing always after special kills

does a special dying from dot damage not count towards this talent. in this clip u can see the assassin procced it for me but the leach that teleported away which died to a burning dot damage did not proc it resulting in my exploding thinking i was free to cast away
