Certain attacks not scaling with weapon stats

Certain weapon attacks do not scale with weapon stats (i.e. using DEFALT_FALLBACK_LERP_VALUE).

I’m not aware if any are intentional so all are listed.

They would have released a rebalance mod already that fixes all of it, had such utility been allowed.

A few of these weres fixed in patch .22
Still need to resolve catachan sword IV, heavysword special followups and possibly the various ranged weapon bashes.

As of Path of Redemption, Heavy sword follow-up attacks are still not fixed.
