In theory, I could turn all of my scrap into random items and salvage them. But in reality, I have thousands of scrap even after doing this in the past to make it too much of hassle to actually do that. Use similar drop rates for weapon rarities (barring white weapons) when crafting randomly, and create a scrap to dust conversion somewhere.
