If you have no ammo left with the Moonbow and then ‘A Pale Queen’s Choosing’ comes up, you still can’t shoot, despite it being a free shot.
You can’t shoot arrows when the energy bar glows because it is overheated. Similar but not as same as being out of shots, as once you get it overheated you are bound to wait for certain amount of time before firing any arrows regardless of how much energy you regenerate after.
